Can Undocumented Immigrants Get Health Insurance?

What are the health insurance options for undocumented immigrants?

The United States has few coverage options for undocumented immigrants.

They are ineligible to apply for Affordable Care Act Marketplace health coverage, Medicaid, Medicare, or the Children's Health Insurance Program (CHIP).

However, some states allow women to get prenatal care regardless of immigration status.

Employer-sponsored health insurance may be available to some undocumented immigrants, but not to all. A spouse or dependent may also have access to health coverage through an employer-sponsored plan.

Insurance Options

Private insurance may be available to undocumented immigrants on the Marketplace in some cases. Despite this, prices for this coverage remain high due to the fact that subsidies cannot be accessed.

In six states, including Washington, D.C., student health programs cover undocumented immigrants, and six states cover income-eligible children regardless of immigration status through state-only resources.

Medicaid (Medi-Cal in California) will cover low-income undocumented young adults starting in January 2020.

Affordable Health Care Options

Health insurance options for undocumented immigrants are limited.

Community health centers provide basic primary care to undocumented immigrants. Additionally, Title X clinics offer basic reproductive health care and family planning.

Patients at Planned Parenthood health centers pay a sliding-scale fee based on their income, regardless of their immigration status.

All hospital emergency rooms are required to screen and stabilize patients and provide basic emergency care under federal law. Undocumented, uninsured, and undocumented alike can benefit from this system.
